Maintains uniform and systematic control accounts of all receipts, payments, balances in state funds, and bonded indebtedness to assure compliance with all Constitutional and Statutory provisions. Reports the financial condition of the State on a monthly and annual basis. Apportions shared revenues to local governments. Administers Local Mandated Costs and their reimbursement programs and monitors the cash flow of the General Fund. Administers and collects the Estate, Inheritance and Gift Taxes. Administers collection of delinquent gasoline tax, truck tax, and insurance tax. Refunds gas tax on motor fuel not used on highways.

Provides a broad range of staff support services to the State Controller’s Office. Includes budgeting, accounting, personnel, equal opportunity, training, procurement, legal counsel and space planning and development. Approximately 112,000 warrants (state equivalent of checks) are written daily. Each year 28 million warrants; 8.8 million are personal income tax refunds and 7 million are payroll or retirement warrants.

The Division determines the legality and accuracy of all claims against the State through the performance of prepayment audits. The division also assures the accuracy of local government claims and financial statements submitted to the state and federal government by annually reviewing and revising audit guidelines, reviewing audits performed by independent local auditors under these guidelines, and performing field audits of a variety of state and federal programs. It is through the field audit activity that the Division annually identifies more than $100 million of improper expenditures of state and federal funds. At the local level the Controller’s office audits the use of highway users’ tax funds and the allocation and apportionment of local property taxes. Administers preparation and use of countywide cost plans required by the federal government. Assists and advises local government officials in effective and uniform tax collecting procedures to preserve the local property tax base.

The mission of the Unclaimed Property Division is to reunite lost and abandoned property with its rightful owners and to safeguard these properties from being used by private interests for personal gain. The division serves the public through its free Web site search tools, toll-free telephone service and extensive written notices and correspondence. Controller Chiang has sponsored successful reform legislation removing restrictions that previously prevented the division from notifying persons believed to be the owners of unclaimed property already sent to the State, and the division has responded by mailing out nearly 1.6 million notices. The Controller is currently sponsoring additional reforms. Common types of unclaimed properties include bank accounts, safe deposit box contents, and securities.

Serves as a business partner with the State Controller’s Office (SCO) program divisions to solve business problems and provide opportunities through the use of information technology. The division offers a full range of services including application development, desktop support, project management oversight, and technical support to existing and emerging information technology.

Administers the Uniform State Payroll System, audits and processes all personnel and payroll transactions for state civil service and exempt employees and the California State University and College System. Provides information required to manage the personnel resources of the State and to properly account for salary and wage expenditures. Provides data to the retirement systems necessary for calculation of employee retirement benefits.
