The mission of the Unclaimed Property Division is to reunite lost and abandoned property with its rightful owners and to safeguard these properties from being used by private interests for personal gain. The division serves the public through its free Web site search tools, toll-free telephone service and extensive written notices and correspondence. Controller Chiang has sponsored successful reform legislation removing restrictions that previously prevented the division from notifying persons believed to be the owners of unclaimed property already sent to the State, and the division has responded by mailing out nearly 1.6 million notices. The Controller is currently sponsoring additional reforms. Common types of unclaimed properties include bank accounts, safe deposit box contents, and securities.

The State Controller is the Chief Fiscal Officer of California, the eighth largest economy in the world. As the state’s independent fiscal watchdog, the Controller provides sound fiscal control over more than $100 billion in annual receipts and disbursements of public funds. He uses his audit authority to uncover fraud and abuse of taxpayer dollars and provides fiscal guidance to our local governments. The Controller helps administer $400 billion in state pension funds. Among many other duties, he serves on 76 state boards and commissions, with responsibilities ranging from protecting our coastline to helping build new hospitals.
